Terrorist groups are using AI to radicalize children, Europol warns


Terrorist organizations and radical extremist groups are using newly developed tactics to recruit young people online.

Europol set out on a Referral Action Day (RAD) supported by 16 countries, which observed more than 2,000 links to jihadist and right-wing extremist propaganda targeting young people.

The RAD was put into action just weeks after Europol mobilized its latest operational task force to dismantle violence-as-a-service operations enticing young people into organized crime.

Through this RAD, Europol uncovered terrorist organizations' latest tactics used to recruit and retain followers.

Some of the propaganda techniques included “combining images and videos of children with extremist messaging, as well as materials offering guidance to radicalize parents on raising future jihadists,” Europol said.

One startling new development is that terrorist groups are utilizing artificial intelligence (AI) to create propaganda targeting minors.

Terrorist organizations have been using AI to create images, text, and videos that appeal to younger audiences.

These include short videos, memes, and other visuals that are designed to resonate with younger users.

Europol said that this content is “carefully stylized to appeal to minors and families that may be susceptible to extremist manipulation.”

The gamification of terrorist propaganda was also observed, as this content incorporates elements of gaming with radicalized audio and visuals that will catch the attention of younger people.

Not only are terrorists using AI to groom children into extremism, but these groups are also focusing on young men, promoting terrorism as a heroic act.

“Terrorist propaganda predominantly targets male minors, manipulating them into joining extremist groups by promoting heroic narratives that portray them as ‘warriors’ and the ‘hope’ of society,” Europol said.

Through this propaganda, radicals may be capitalizing on the widespread “incel” epidemic thats affecting young men online.

Europol also observed another manipulation tactic, which involves “victimhood narratives.”

This plays on the imagery of wounded children in conflict zones, a tactic used to foster “emotional identification with the victims while simultaneously inciting desire for retaliation and further violence,” Europol concludes.
