If you use a VPN on the laptop, then it will work just fine and will show the location of the server you are connected to. You can connect to any server (in this case to the UK) and watch BBC iPlayer, Netflix, etc.

However, if you decide to use a VPN on your phone and then connect a laptop to the phone, only your phone will be under the VPN connection. Your laptop will still show your real location.
