It follows an “unprecedented” and first-of-its-kind breach, in which a rogue OpenAI model escaped its testing sandbox and hacked the systems of the AI model hosting platform Hugging Face.
Cybersecurity experts told Cybernews that a kill switch is a reactive rather than preventative measure and wouldn’t fix the real issue, which is a failure of containment and software infrastructure. By the time a kill switch is activated, the damage may already have been done.
And yet, 86% of American voters support creating some type of shutdown mechanism to maintain human control over AI systems, according to the AI Policy Institute.
What is a kill switch?
A kill switch, or emergency brake, is a common term to describe a safety mechanism used to shut off machinery – for example, a train – in an emergency. It’s designed to abort operations as quickly as possible.
The term was given a new meaning earlier this year, when European fears over dependence on American tech peaked following a series of tense exchanges between the transatlantic allies.
Europeans have grown increasingly concerned about the US technology having a kill switch that could be used in a case of a crisis and paralyze their systems. Only 3 US companies – Google, Amazon, and Microsoft – account for about 70% of the cloud market in Europe, while the continent’s banks overwhelmingly rely on Visa and Mastercard.
As a result, European companies launched a disaster recovery pack to ensure organizations can continue critical work in the event of a foreign vendor’s kill switch, while efforts to reduce reliance on American tech accelerate across the continent, with Germany’s second-largest city, Hamburg, the latest to consider open-source alternatives.
Experts are skeptical of a scenario in which US technology companies could use a kill switch against Europe, a large and lucrative market.
The fact that Congress is just pushing the “AI Kill Switch Act” also casts doubt over whether Washington has the power to force big tech companies into using this option against other countries.
However, the issue is now seen as pressing enough for the US to issue an order to its diplomats to push back against claims that Washington has a kill switch over American technology and fight Europe’s digital sovereignty efforts.

Who is afraid of open source?
The kill switch debate is tied to a discussion about open source, specifically, open AI models from China, which has apparently split Silicon Valley into camps, according to The New York Times.
Both OpenAI and Anthropic reportedly lobby US regulators to restrict open-source AI models. While Anthropic has always said open models are too dangerous and funds efforts to push for greater AI regulation, OpenAI’s Sam Altman publicly expressed support for open-source AI.
On the other side, there’s Microsoft and Nvidia, whose chief executive, Jensen Huang, said Chinese AI models are “excellent” and dedicated his first-ever X post to defend open models.
Opponents of open-source AI models cite national security risk, but closed models can pose those too, with Huang pointing out that Hugging Face defenders relied on open-weight Chinese models to help contain the intrusion of closed AI.
This again raises a question about how effective a kill switch would have been in this case, with OpenAI reportedly going for days before it realized one of its agents had breached Hugging Face.
For all the talk of a kill switch, in the end, it’s just one part of what will have to be a broad, multi-layered approach to AI safety.
