
Chinese companies have been sneaking under the radar to illegally entice top tech talent away from big tech companies like Microsoft and Intel.
Taiwan's Department of Justice has revealed a year-long probe into Chinese companies illegally hiring Taiwanese tech talent.
The Chinese firms allegedly set up disguised entities to bypass investment and hiring restrictions.
The report found that the Chinese companies created foreign-registered entities in locations such as Singapore and Samoa to appear independent.
The workers were then unknowingly working on significant projects that the Mainland had themselves set up, under a company named Shanghai Technology Co.
Shanghai Technology Co. develops high-end network chips that support China’s Data East, Compute West strategy, which relocates data centers inland.
The scheme is designed to move data centers to Western China as part of a green initiative, and thus, the large operational task needed a wealth of talent.
SMIC (Semiconductor Manufacturing International Corporation), China’s largest chipmaker, is already on the US Entity List – a kind of blacklist – and has used a Samoan front company to operate in Taiwan.
It is thought that since the company was added to this blacklist due to concerns that it could be used to enhance military operations, SMIC has found ways to bypass American sanctions and continue producing the necessary microchips.
Another example of this was Shenzhen Tongrui Microelectronics Technology, which was concealed so well that the Taiwanese Ministry of Industry and Information Technology recognized it as an innovator before its true origins were uncovered.
Now, this and ten other companies are under investigation by Taiwanese prosecutors, and the US could react negatively to these national security concerns.
Perhaps China has an ulterior motive – a covert brain drain strategy – to snap up Taiwan’s top semiconductor talent, eroding Taiwanese dominance while boosting China’s technological and military ambitions.
