Does not work. I think Steam does detect if your Credit Card is from which country. I did all the necessary steps you mentioned, and was given an error code. Upon asking Steam support, they mentioned you are trying to purchase from another region

My steam store is currently in Thai Bahts, and I wanted to update it to Japanese Yen. But I need to wait 3 months.

If I buy a steam gift card in Japan (Also note that I'm gonna be living here for a while), will that override the 3 months restriction?

The gift card will be converted into the current currency of your Steam Wallet, regardless of what currency it was purchased with, so it doesn't matter if you paid in Japanese Yen or Thai Bahts. Also, if you want to purchase a gift card directly from Steam store, the price will be shown in Thai Bahts, and not Japanese Yens. Just fyi, steam's terms do allow using a vpn if both end nodes are in the same country. You're just not allowed to region spoof.
