The vow comes as France has already begun testing its AI-powered battlefield command system, Arcadia.
The two countries have agreed to promote data sovereignty and work on the “development of a European sovereign digital backbone,” according to a joint declaration by French President Emmanuel Macron and German Chancellor Friedrich Merz.
The vow was made during the Franco-German Defense and Security Council, which took place at Nörvenich Air Base in Germany on July 17th, 2026.
The initiative will take into consideration “data-centric security, AI, and cloud solutions” from both countries.
The statement names France’s Arcadia, an AI-powered battlefield command developed by a group of French companies, including Mistral AI, Safran, Thales, and Airbus.

Paris and Berlin are increasing their cooperation amid Europe’s push towards digital sovereignty, which was largely influenced by souring relations with the Donald Trump administration.
However, Franco-German sovereignty efforts haven’t always been successful. Berlin recently scrapped the fighter jet program due to disagreements between France’s Dassault Aviation and Airbus, an aerospace firm representing Germany and Spain.

The Dutch State Secretary for Defense, Derk Boswijk, recently said that a “fully fledged alternative” to Palantir’s software must be available within two years, emphasizing that an earlier replacement would pose security risks.
The Spanish government has reportedly blacklisted Palantir Technologies from public contracts over concerns that the American company handles classified information related to national security.
