I assume that you cannot download a VPN, too.
In that case, my suggestion is to download a VPN on your phone (using your home wifi, for example). When at school, connect to the VPN and use the hotspot function on your phone to share the VPN protected connection. Connect your school computer to the wifi from your phone, and try downloading Minecraft then.

You can also try configuring the Windows Defender Firewall on your shcool computer to let downloads through.
